Can the IPad only be charged via USB with another Mac Computer?
I have tried to charge my IPad with the USB connection on a PC. Apparently this does not work. Is that correct?

Most USB ports do not provide enough power to charge an iPad. It may still charge very very slowly when off, but its not intended to. It will also always display the Not charging legend as the power is so low the charigng may not register enough to get the OS to remove the label.
In the end the best and really only choice to charge an iPad is to use the provided Wall charger.

No.
It can be charged on any computer that provides enough power though USB.
Ideally it should be charged using the charger. Most computers, including macs have 5 volt, 5 watt USB ports, where as the iPad can take a 10 watt charge.

However, many Macs have 1100 mA available via USB for peripherals.
USB standard is 5vDC, 500 mA. (2.5 watts, not 5 watts). iPad can take 10 watts (2000 mA) but will charge with less.
