Iphone 3GS won't activate iphone

I have tried to update the ios on my iphone 3GS and I get the error "your iphone could not be activated because the activation server is temporarily unavailable". I have tried to restore my phone and this does not resolve the issue. I have also tried reinstalling itunes as per the trouble shooting guides and this does not work. It does not work when I have a sim card in there or when I don't.

Please help!

Generally this is a sign that the iPhone had previously been

hacked/modified/jailbroken and the update relocked it to the

original wireless carrier. If this is the case, only that wireless

carrier can unlock your iPhone. You must contact them to see

if they offer unlocking and if you qualify.

Where did you acquire this iPhone?

What wireless carrier did you use before this problem?

Does the app Cydia appear on your iPhone?

What does it say when you look at Settings=>General=>About=>Carrier?

Sim card must be installed for activation to succeed when you get that

far in the process.
