how do access my apps in icloud?

If you mean on your iPad, go to the App Store on the iPad, select Purchased at the bottom to see Apps you have already purchased.

You can filter the list to things not currently installed with the "Not on This iPad" tab at the top.

You can then see purchased Apps you can download from the Cloud.

Dowload by clicking on the "Cloud Download" button.
