No. You can prevent changing accounts on the iPod by setting a Restriction that prevent changing accounts. An example is that you can turn off you email account and prevent someone from turning it on.
Passwording the settings is a feature that I would dearly love to see in a future iOS update! My little one gets such a kick out of playing with the settings on her iPad, and I'm not going to adult-mediate her every move... but she's managed to knock a lot of things off kilter. Latest example, she turned off location services and the set-automatically-date-and-time, and that combination made it impossible for me to get into iTunes until I'd figured out what she'd done.
