20 minutues max.
This all depends on your download speed, the longest part I find when restoring or updating is downloading the iOS its self, if this tis already on your pc then it shouldnt take long.

Thanks. I guess i should have said reset instead of restore. Its been over 3 hours and it's still being reset--the screen remains black with the rotating white circle.

Place it into dfu mode then restore
