how do I set up my project & event files,clips to run off external drive?

My source files are in iphoto and the finder,

but I want to create a new project and event, import the clips (audio,video,photos), and have all project related and event related proxy and other created elements from that point on be created in and run off my external drive, how do I do this from the start?

MacBook Pro with Retina display, OS X Mountain Lion (10.8.2), 2.3Ghz, i7, 16GB ram, 256GB flash

In FCP select the external drive and make a new event. Same thing in the project library. Select the drive you want and make a new project.
