Open iPhoto with the option key held down. At the prompt, tell it to create a new iPhoto Library, give it a special name to distinguish it from your current one (which is probably named: iPhoto Library).
Then import a few dozen photos into the new library. See if the performance improves.
If it does improve, then you should probably rebuild your original iPhoto Library. Corruption in that Library can make iPhoto slow down or even stop working (when that Library is used).
The best way to rebuild your iPhoto Library is to use a program called iPhoto Library Manager. It costs about $20.
