I would like to know if you can play and record instruments (specifically drums right now) in Mac GarageBand the same way you can with iOS GarageBand. Is this something only iOS GarageBand can do?

The iLife version of GarageBand still has no smart instruments like the IOS version. You probably don't have a touch screen on your Mac.
You can use musical typing or connect a midi keyboard to play virtual instruments however; and in the JamPacks are some instruments that will play chords: Eighties Power Chords, Dobro Chords, Flamenco Guitar, ...
The many Drum Kits from the Remix Tool JamPack can also be plaid from the "Musical Typing" window.
And (for me at least) in many cases the ready made loops will suffice or can be edited to do what I want.

Yes, I got the clear answer from a support person today. As for the Jam Packs - I don't have those. I understand from another thread that the only way to get those now is via some connection with downloads after a purchase of Main Stage product.
If you buy Mainstage 2 from the App Store (for ~30 US $) it does include all Jam Packs and the loops and instruments will be installed in the same loacation as GarageBand uses for installation. So you will be able to use them in GarageBand right away without any additional setup. The JamPacks used to be much more expensive previously, when they were sold separately.
The old JamPacks still work with GarageBand, but some of the installers contain PowerPC code, so you cannot run the installers on Lion or Mt. Lion intel macs, you can only copy them from older nstallations or rip the installer DVDs and install manually.
