macbook pro will not startup, it says startup disc full and then goes to blue screen . please help?

Hello im having a issue with my macbookpro. When i push the power button i get the user account login menu . I enter my account password then it says "startup disc full"(you need to make more space available by deleting files), Then it goes to a complete blue screen with my scroll arrow, the arrow can move but theres nothing to move it to. The only thing i can do from this point is to press and hold the power button for several seconds for shutdown. Can anybody please help me with this issue? I would have no issue with deleting files if i could just get to them. Some assistance from anybody that might be able to help me with this problem. I would be most thankfull for your time and assistance.

MacBook Pro, OS X Server, 2010 , 13"

Press Shift key while your Mac is starting to start into safe mode, so you can delete files or move them to an external disk in order to get free space on the hard disk

Even can't open safe mode I tried thousand times.

I have MBP late 2011 13"

The issue now is the active disc that contains OS is full with no single byte free and doesn't mount or load OS to computer run and always a grey bar appears upon starting the PC.

I tried to increase Macintosh HD space by partition but it says you can not change because the disc is locked. When tried to unlock disc from disc utility and than startup disc the PC stands still or hangs up.

I don't have Mac OS disc or any apple shop in me area.

Please help me as soon as possible

Thanks indeed
