I have an 8GB iPod Touch 4th Generation, but it's always running out of room and I haven't updated to iOS 6 because of that. Should I make the upgrade and buy an iPod Touch 5th generation? I know the camera's better, but should I?

Choice is yours, but updating the iOS has nothing to do with your storage space.
Personally I believe that people with a lot of media should purchase devices with more storage space. However with iTunes match, and iTunes in Cloud, some things are becoming less important to keep always "synced". I find I can live without some stuff and I don't find the need to keep my WHOLE library synced.
Up to you. The iPod Touch 5th Generation is a really nice upgrade over the 4th.
I would get the 5G. 8 GB is not much storage and many users, like you, have reported that they wished they purchased one of larger capacity.
The camera on the 5G is so much much better that that on the 4G. The 4G's camera is terrible.
