Keep getting a purchase error cannot connet to iTunes..please help

I keep trying to buy credits or other games on my iPad Mini and it keeps saying please contact iTunes Support cannot make in app purchase..I have an ample amount of money on my account..dont know why this keeps doing it..I can down load free games but nothing that costs money.
