Java & DBsign

I am trying to utilize a program that runs DBsign which, when I attempt to log-in it tells me "...Before DTS can be used, JRE 1.5+ must be installed and applet support must be configured in the web browsers." I currently have Java 1.6 update 37 and the applet never loads. I have thought it may be a Java version issue so I have attempted to update it. When I go to install Java 1.7 update 10 I get the message "A higher version of the JRE is already installed on this system." How do I get the program to install the update? (I think this is the best chance for utilizing the program.) Or Java 1.6 to work with the program? Any help would be much appreciated...none of the forums on the recent Java issues have helped with overwriting 1.6.
