Is there any other program for ipad that does the same thing as flash player.

The iPad isn't compatible with Flash Player, but you can download a Flash-supported browser from the App Store as Skyfire

I am not entirely sure what you need flash for. Most major webpages now either no longer use flash or have versions of their websites that take advantage of different web technologies. Just an FYI Adobe, the maker of flash, has announced that they are discontinuing flash on mobile.

Adobe has not made a version of Flash for the iPad.
