Q: Even if iPad 2 is updated to iOS 6 is it true it still can't wifi hotspot?

Can anyone tell me if I'm able to use my iPad 2 3G as a wifi hotspot? I have updated to the latest operating system

iPad 2 Wi-Fi + 3G, iOS 6.0.2
