I can't get my Macbook to mirror display on TV.

Via System Preferences, I go into 'Displays' but I don't have the 'Arrangements' box.

I'm using the Mini Display Port to HDMI and this has been working previously. When I put the cable in the Macbook screen goes blue for a moment then switching back to normal screen so I don't think there is a problem with the cable. This is all I see in 'Displays'.
