I have an iPad that I want to move from my iTunes account to another iTunes account. What steps do I take? I don't mind if the music doesn't move.

It should be Noted that anything Downloaded with a Particular Apple ID is tied to that Apple ID and Cannot be Merged or Transferred to a Different Apple ID.

I have an iPad associcated with my iTunes accounts. I want to have another family member use this iPad with another iTunes account. Is it as simple as settings, store and change apple ID? Do I do this on the iPad?

iPad is associated with iTunes account #1. I want to move it to iTunes #2. How do I do that?
You already have the information you need to do as you are asking on the details you have supplied.
If you simply want to set up another iTunes account for use on the iPad, yes sign out of one and sign in with the other.
Again all Apps on the iPad purchased with thew old Id will forever be tied to it, and will still require it to be entered when updating said Apps.
Other than that, there's nothing more to do.
Sign out and sign in.
