How to import contacts from iCloud?

I have to completely restart on my iPhone, and was told that I am able to import contacts from the iCloud. Unfortunately, I am not able to restore from a backup due to difficulties from that backup, but how can I just get in my contacts to the phone using the iCloud? Is there a way I can sync them?
