Why is there no option to organize or consolidate my library in the menu under library? Just home sharing and get album artwork.

I followed the steps to moving my library from old computer to new using my old iphone 4 to have a library to sync my new iphone 5 to. I got to the step Go To File/Edit>Library>Organize>consolidate and was not given the last two options just Library >Get album artwork and Enable Home Sharing. Confused and annoyed as I no longer have my old computer to sync anything too. Help!
