Battery charge indicator does not match battery life

My IPod touch 4th gen shows low battery VERY quickly. When I plug it in to charge it indicates the battery is almost full. To me this indicates the IOS is not correctly reading the battery charge from the battery itself.

iPod touch, iOS 6.0.1
