why cannot activate i phone after update version?

It happens when i connect the iphone to the itunes...then it said that it restoring the software and after that the iphone restart by itself....and ask me to do the activation...but it keeps delaying and said 'it may take a few minutes to activate your iphone' and after a minutes result in 'COULD NOT ACTIVATE THE IPHONE'.....

iPhone 3GS, iOS 4.1

This usually happens if the phone has been Hacked / Jailbroken / Modified...

Is this the case...?
