iCloud help

I upgraded from an iPhone 4 to an iPhone 5. iCloud has been downloading photos for two days where I haven't left the house with it( so the phone has remained connected to wifi the entire time. However, the download is still going. In 2 days its downloaded only 20 photos. All my apps have downloaded to my new handset .if I leave the house this will use all my data to download these photos.

What do I do?
