You have to go enable it under RESTRICTIONS first if you chose against it to begin with.... then you can alter it in the other places... So go to restrictions first, enable it, then you can go to the other places... like the icloud menu > share my location > enable it to share where you are.... or Privacy > Location Services > On.
I think a big problem is you might have it on in one place and then not others and there are different menus for different places instead of just ONE place to enable any and all location settings. That is what Apple does badly, they have too many settings split up between different menus.... its confusing.

Settings > Privacy > Location Services -- set "On".
tried- it did not work. I have an app that requires me to allow location services. Origianlly I had seleted deny when prompted, but now I need it. Location services is on - but the app keeps prompting me to set location services on...when it is already. Do I delete the app & reinstall?
Find the specific app under Settings > Privacy > Location Services and make sure that app is turned on.
under Settings > Privacy > Location Services - I do not fnd the app, but the ap is installed & requires location svcs. now what? I did delete & then reinstall & it did not work 😟

I've checked the app and website but came up empty.
Have you tried resetting your iPad? Maybe that will help.
Hold the on/off and home buttons together for about 10 seconds till the Apple logo appears.
Maybe that will reset the location services slate for the app.
