New Ipad and FaceTime

New Ipad won't FaceTime my iPhone or other Ipad, I've looked at other threads and can't get help. My iPhone is receiving FaceTime calls from other Ipad but not from my own. I've unticked my @me account on iPad and using @iCloud account to see if that helped but nothing. Really need help for this as I want to get as much functions from my iPad as possible

Frankly, I'm a little bit confused by what you said in your first post as well.

If I understand correctly and I'm not sure that I do, you basically have an iPad that will not FaceTime going out, but you can receive FaceTime calls coming in. Is that correct? Are you using your Apple ID as your FaceTime contact at address?
