App Pricing between iPads and iPhones

Up until last downloading of Fastball 2, paying on one apple unit applied to all. It made it advantageous to stay with Apple. Fastball 2 came in different forms, one for the pad and one for phone. I was charged for each. Anyone else have this problem?
