Of course. You can purchase AppleCare during the first year of warranty, or AppleCare+ during the 30 days after buying the iPad

In countries where Apple now offers AppleCare+, the old AppleCare plan is not available unless perhaps calling the Apple Store directly yields an exception. Only in countries where Apple does not yet offer AppleCare+ is the original plan, that you can buy at any time while the factory warranty is in effect, still generally available.

And for the original poster, you can purchase AppleCare+ up to 30 days after the purchase of the iPad, but you have to take the iPad to an Apple Store so they can certify that it's still in factory condition before you can buy AppleCare+.
