How can I refill charges for my New iPad (WiFi+Cellular)?

How can I refill money for my New iPad (WiFi + Cellular) via my New iPad? I don't know how to refill charges because iPad doesn't have phone dial function and doesn't have dial pad to type Top-Up Card serial number.So, I would like to know the ways to refill charges via iPad.
