I found the same to be true for my Wifi-only iPad Mini 2. To do "GPS" tracking offline, I pre-download maps, then went on the road using my mapping app with Wifi ON (but not connected to a network. Turn off auto-connect). Tracking or locating my position worked, but not quickly or accurately enough to meet my needs. The positioning refresh rate was very slow, maybe every 3 -5 minutes. Accuracy was poor to fair depending on where I was. Having a good maps app designed to work with GPS offline helps but not enough.

Incorrect. GPS is reliable and does not need wifi nor cell connection. Location comes from the GPS satellites. You should do some research to find out "how do you think it will work?".

Yes, but cannot read GPS location without any app that uses the Chip.


Incorrect. You do not need wifi for GPS maps. The maps can be stored locally on your iPad.

Not the maps that's bundled, OP didn't mention you got other GPS application.
