I found the same to be true for my Wifi-only iPad Mini 2. To do "GPS" tracking offline, I pre-download maps, then went on the road using my mapping app with Wifi ON (but not connected to a network. Turn off auto-connect). Tracking or locating my position worked, but not quickly or accurately enough to meet my needs. The positioning refresh rate was very slow, maybe every 3 -5 minutes. Accuracy was poor to fair depending on where I was. Having a good maps app designed to work with GPS offline helps but not enough.
GPS and WiFi are two different things. GPS works fine out of range of cell towers, however the map imagery requires an internet connection to download, unless you do it in advance and cache it. This is called an offline map.

So, if I set up my route in a place that have connection and after that start my walk, the iPad will show me the way?
No, once you are away from the Wi-Fi hot spot, you location is not reliable.
GPS needs to update your location and since you do not have Wi-Fi, how do you think it will work?
I thought it might work as a regular gps
Yes GPS works without any cell or wifi connection.

Incorrect. You do not need wifi for GPS maps. The maps can be stored locally on your iPad. GPS is independent of wifi and cell connections.

Incorrect. GPS is reliable and does not need wifi nor cell connection. Location comes from the GPS satellites. You should do some research to find out "how do you think it will work?".

My responses assume you have the iPad with built in GPS and not the wifi-only iPad.
Im planning to buy one iPad Mini with cellular,Im in San Francisco right now but Im from Brazil, so I do not intend to get a data plan here but I will use it as a GPS for a road trip, thats why Im asking

If you really want to use it on road trip having a data plan on a month to month basis is the way to go.
