Can user accounts 'remember' their own Airport on/off settings?

I'd like User A to have airport on by default whenever User A logs in. But When User B logs in, by default I'd like airport to always be OFF, (until User B decides to manually turn Airport ON).


I've played with the Location settings under the Apple menu, but they seem to only apply globally, they are not 'remembered' per individual logged in user.


Is there a way under Snow Leopard to make Airport's default on/off condition, 'remembered' depending on which user logs in?

Mac mini, Mac OS X (10.6.8)
