I'm form czech republic. I need buy AutoCAD LT 2013 for Mac, but for price 699$ only on US appstore. I have only czech credit card and on the iTunes not work on US appsore. Can you help me?

you can only purchase apps from the US from within the US.
And Autodesk has not released AutoCAD LT 2013 in the Cezch Mac App Store, so you'll have to buy through Autodesk's other channels:

at whatever price they charge. Unfortunately that price appears to be much higher than what Autodesk is charging in the US Mac App Store.

You cannot buy from the US iTunes Store unless you are physically present in the US even if you have access to a US credit card. The terms of use state that you agree not to even attempt it, and Apple may either block such access or could cut off your iTunes Store account.
Sorry, I understand why you don't want to pay the higher price, but that's Autodesk's decision.
