I've been told I can get my iPhone 4 to act as a wifi hotspot but I can't figure out how to go about this

You'll need to contact your phone carrier and be provisioned to use hotspot. http://support.apple.com/kb/HT4517
You have to purchase the hotspot plan through your carrier first, that is a carrier feature.
Verify that your carrier supports Personal Hotspot for your device and that you have Personal Hotspot enabled on your cellular plan:
