I want my iphone 4 to verbally tell me who is calling or texting, how do i change my settings to allow this to happen? I tried going to the accessability and voice over and also the speak selection but it isnt changing the setting, how do i do this?

can you check something for me? goto setting then notification and under phone and message, check if both have badges on them. if not make sure it does
I don't think there is any way of doing this. Having just tried several settings myself, I could not find a way of doing anything like what you're looking for.
Only other way I could think is if you were to make a custom ringtone through something like Garageband on your Mac, and just speak who's calling, then add in some music from the Library or something. You can follow Garagebands build in documentation on how to do this.

Mine shows me who is calling with a picture and verbal writing. But I can't find a setting to replace the ring with an oral statement like my friend's flip phone does.
