You may only create an iTunes Store account without a credit card. Read Step 4.
Create a NEW account using these instructions. Make sure you follow the instructions. Many do not and if you do not you will not get the None option. You must use an email address that you have not used with Apple before.

i remember signing up for an itunes account before AND it did have the "NONE" option when they ask for your credit card, but no matter how i do it, i still don't c the NONE button, and i opened up a new email address just to sign up for the itunes... i don't understand why...
