I bought Iphone 4S from Poland and I can not activate my Iphone in Astana, Kazakhstan and can not use my Iphone in Astana.

This is not Apple support. It is a user to user forum.
It would seem that you bought a phone that is locked to a carrier in Poland. You would either need to contact this carrier to discuss unlocking, or return or sell the phone and buy an unlocked one.
