If you were syncing the photos using iCloud Photo Library, go to Settings/Your Name/iCloud, sign in with the same Apple ID, and turn Photos syncing on. If you weren't syncing, restore from a backup.

I assumed that you did when your post said "I accidentally deleted one of them from photo stream." At any rate, your only option is to either restore another iOS device from your last backup, which should recover your camera roll photos, or sync your computer with your iCloud account and turn on photo stream. This will only recover photo stream photos added during the last 30 days as photos older than 30 days are removed from photo stream. Does anyone know how to recover permanently deleted photos on iphone 7? Photos were permanently deleted because apparently my icloud was full.
Now I purchased additional GB and toggled off the icloud photo library and switched on my photo stream.
Please help, how do I recover deleted photos? Discussions say it can be recovered within 30 days but I couldn't locate the deleted photos on icloud.

If they were photo stream photos, they can't be recovered. If they were camera roll photos you can recover them by restoring to your most recent iCloud backup, assuming the photos were on your iPad when the backup was created.
If you want to restore to your backup, this has to be done in the initial setup process. If you have any data on your phone now that is not in the backup that you want to save you'll need to do that first. Then go to Settings>General>Reset and tap Erase All Content and Settings. You will then go through the setup screens as you did when the phone was new. When given the option, choose Restore from iCloud Backup (see image below). Be sure you are connected to wifi and your charger as this will take some time to finish.
