I want to make disk images of hard drives, but Disk Utility no longer offers the "sparse image" format. Why is this?

Does it make other than Sparse images?
It makes the other varieties as usual; the only difference seems to be that the "sparse image" option has been removed for some unknown reason.
You may be able to use hdiutil in the Terminal?
Try…
hdiutil help
man hdiutil

in theory the following should do it… (taken from 10.6.8's hdiutil manual).
hdiutil create -type SPARSE -size 1g -fs HFS+ ~/Desktop/growableTo1g
There was an 'advanced gui' setting for Disk Utility, it may add the feature back search for 'defaults write disk utility' if the following doesn't help.
