Why is it making me sign in and pay for a free app when all my info is correct

For some reason apple keeps making me sign in to my payment account for free apps. I did change my address. Everything is correct. Still confused.

iPhone 4S, iOS 6.0.1

Even for free apps you need to have a valid account with a valid payment method. If you changed your address does the new address match the billing address for your payment method? If it does not then a credit verification will fail.

I'm having same problem. I just called apple and the guy basically gave me no help. Told me to sign out and back in and I did. Still nothing. Told me that it might be a payment that didn't go through yet, but I haven't bought anything in a while and I keep track of what comes out of my bank acct all the time. So he said to check with my bank there may be some issue I don't know about but if I over draw even a dollar my bank calls and let's me know or if something didn't go through. Plus I have online banking so I know what is coming out. No help. All I wanna do is update some apps and the phone itself. But I can't. I've researched and it appears I'm not the only one with this problem, a lot of people have been having this and they can't seem to get an answer from apple on how to resolve it. Quite frustrating if you ask me.
