Otherwise, I guess I might make it for Arabian countries.

You may find that Apple will only accept an Arabic book in ePub 3 format, which is not something you can do with iBooks Author as far as I know.

At this time it looks like paid books are not available in any Arabian countries.

Do let us know. Arabic books were not accepted in the past. Now they are, according to the iTunes Producer Guide 2.8, in epub 3 format. iBA cannot produce that. So you can test whether what they have written is a real restriction or not.

I hope I won't be turned down with this, I created my book with passion to publish it and share the knowledge.
Otherwise, this will make me so sad...

There are indeed a whole lot of things iBA should do which it can't. It is well known that both Pages and iBA have bugs which make them pretty unsuitable for composing in Arabic script. The same goes for any S. Asian and SE Asian script which requires the ZWNJ character for correct display, like Sinhala. The same goes for Chinese and Japanese, which need vertical text and phonetic guides. Authors who want to publish in these languages will realistically find it better to use some other apps, like InDesign, and pay careful attention to the requirements of the iTunes Producer Guide.
But I do hope they accept your book.
