Can a folder be set to always make anything transferred to it adopt that folder's permissions?

Can a folder be set to always make anything transferred to it adopt that folder's permissions?

Right now we have a folder set to SHARED, READ & WRITE = everyone, but when new files are saved over the network to it from a PC, the permissions are not working. I'd like to not have to "apply to enclosed items" several times a day.
