I had 1,000 songs (approx 260 bought on itunes) on my iphone 4 but my old pc was stolen a year a go so when I have just updated to iphone 4S I want to know how I can transfer the music I had on my old phone to my new one which wasn't bought on itunes?

You can't. You need the original music files from the stolen computer to do this. Sorry for the bad news
Use the backup of the computer to put everything back.
iDevices are not and have never been backup devices.
If for some reason you have failed to maintain a backup, there are software programs that claim to be able to recover media from iPhones that does not exist in iTunes. Do a google search... it's simply not an iPhone, iTunes, or Apple issue.
