I have exactly the same problem using MIDItar Hero on a 2012 Mac Mini running Garageband 11 on 10.8.2
I dont think it is a problem with Miditar as Garagband still indicates that it is receiving the midi events?
Did you manage to resolve this?

After eliminating Miditar and Max runtime as the culpits I seem to have solved this issue by downgrading to Garageband 9 from my iLife 09 DVD. You will need to trash the version of Garageband 11 (or move it out of the Applications folder) before you can install this.
It looks like Apple have really screwed something up with Garageband 11 as there are quite a few people with Midi controllers reporting similar issues.
As always with Apple I wont hold my breath waiting for this to get sorted!
