I see the lack of music in Uruguay mentioned in articles from back in December, so apparently there was some last-minute glitch with licensing that has prevented Apple from offering music in your country. Perhaps soon.

and follow the instructions to report the issue to the iTunes Store. I doubt they'll be able to tell you when music will be offered, but at least they may be able to get the support article corrected.
