Problem App Store decline my payment method

Hi I have iPad wifi ,ISO 6

I have registered my payment method and purchased several times using it .....but this month I went out of budget my Visa card balance is zero >< .....the problem now even when I try downloading free apps it says " declined payment method "like Try another one !! But I don't have :/ .....is there's a way to download free apps without having a payment method what could I do to solve the problem ?

And there's no choice to create apple I'd without payment method ,
