Some just forgot what they bought, didn't account for sale taxes, made an in-app purchase they didn't realize they would be charged for, or other user errors. If you believe that you have been overcharged for a purchase and have eliminated any possibility of an error or misunderstanding on your part, go here:
and follow the instructions to report the issue to the iTunes Store.

I Google this subject and get logged in to a discussion forum when I want to contact Apple. So my question is "Has anyone ever been able to contact Apple to complain directly? Or do I just have to continue to dispute charges on my CC?"
