I have itunes set up with my apple id with many songs and apps puchased. My two kids now have ipods and my wife is getting an iphone also. My question is, can we all have our own different apple id's and all have access to one itunes library?

Well, yes. No one actually "signs in" to their device with an AppleID - you just use the device but use is not tied to any AppleID. You can use your AppleID in the iTunes and App store so everyone in your family can share purchased content. And you can each get a unique AppleID to use for other things, like iCloud accounts, iMessage accounts, and FaceTime accounts. Each Apple Service can use a different AppleID, so you can use one shared one for shopping and purchased content, and each have their own for everything else.
Yes what you need to do is to set up User accounts for everyone on the Mac.
When you logon as each user in that copy of iTunes set them up with the individuals Apple ID and then they can sync their phone with their itunes.
