Yes, if you are offline then you won't be able to connect to the other person. If it's a 3G/4G iPad 3, 4 or Mini with iOS 6 then FaceTime can be done over 3G as well as over wifi.
Yes. How else would it connect if not through the internet? Even if you have a Cellular iPad it still uses the internet, except it does so through the Cell service data plan.
some one told me that you could use messages on ipad or iphone with out a internet conection ,i was skeptical but ... ask
