How do I get the "Bluetooth unavailable" to work if I've already restarted (multiple times)?

I've got the bluetooth icon with the wavey line over it. I've restarted multiple times. I can't even see bluetooth in my system preferences. I've never had 1 problem with this?

MacBook Pro, OS X Mountain Lion (10.8.2)
