This looks like it solved my problem. Do I want to leave the Hub switch on or only when I need it? i.e., will the hub override Wi-Fi and therefore be using my data plan on my phone?

I am not able to answer those questions. I don't believe you can create a hotspot from a WiFi connection. I would assume you would only leave the hub switched on when you are using it. If you aren't using it then you would not want it connected to your broadband connection.
