My IPhone is able to connect via Bluetooth to my parrot hands free car set. My ipad can find blackberry and HTC devices but not my iPhone 4S... Why is this happening? Any ideas on how to solve it? Thanks in advance.

Bluetooth on iOS devices is designed to connect to speakers, keyboard and headphone. But not to other devices except for a few specialty things like beaming photos.
What are you trying to accomplish by connecting your phone and iPad?
Send pics or any file in my ipad to the iphone.
You can also use your Bluetooth on your iPhone to create a hotspot for your iPad.
This allows your IPAD to have internet available on it through Bluetooth.
You can use 3rd party apps to send photos via Bluetooth to iOS devices but no other type of file can be sent.

File transfer on Apple Bluetooth isn't supported by the IOS or OSX software.
