Q: Can I ad a harddisk to my airport extreme(5th g) from the Ipad utility app?

I use my airport extreme via another router. There is no direct contact with my PC. Can I ad a hard disc drive from the Ipad Airport Utility app?

Yes.

AirPort: How to mount an AirPort Extreme USB hard disk volume in Mac OS X and Windows

You can also use AirPort Utility for Windows.

Windows XP SP3, Vista SP2: AirPort Utility 5.5.3 for Windows

Windows 7: AirPort Utility 5.6.1 for Windows

AU Version 5.6.1 may be required for newer AirPort Base Stations.
