i couldn't reorganize app icon

plz help me i have apps on my pc and i tried to install it through i tunes but the installation button turns to "will install" and didn't install app.

and through i tunes i tried to orgnaize app icon on i tunes it was organized but on ipad didn't plz help me to solve this.
